Who do we serve?
Our objective is to offer early learning, nurturing care, and enriching opportunities to children within an early care and education environment.
The criteria for eligibility in the UTCAO Early Head Start Program include:
- Birth to 3 years of age
- Eligibility for Childcare Subsidy
- Meeting Federal Poverty Guidelines
- Prioritization is given to Homeless Children, Foster Children, and Children with Disabilities.
Our Services
The UTCAO Early Head Start Program provides families with a full-day, year-round program designed to cater to their specific needs. Our program offerings, informed by data gathering, assessments, and discussions with families, are customized to support each child’s educational growth and development.

Parent Involvement in EHS
The UTCAO Early Head Start engages parents in a significant and deliberate capacity within the program’s vision, services, and governance by involving them in the Parent Center Committee and the Policy Council. Our program prioritizes a strengths-focused, relationship-oriented approach to delivering services.
